Key Regulatory Changes Since June 2026
Since early June 2026, a number of significant announcements have been made that will impact organisations trading internationally or preparing for mandatory electronic invoicing.
From the UK’s confirmation of Peppol as its future interoperability network to France reaffirming its implementation timetable, finance leaders should ensure their compliance strategies remain on track.
United Kingdom confirms Peppol for mandatory e-invoicing
The most significant announcement for UK businesses came on 24 June 2026, when the Government confirmed that Peppol will become the core interoperability network supporting the UK’s mandatory e-invoicing programme ahead of the planned 2029 mandate. This provides long-awaited certainty around the technical direction of the UK’s e-invoicing framework and gives organisations time to plan their digital transformation strategies.
France remains on schedule
France continues to press ahead with one of Europe’s most advanced Continuous Transaction Controls (CTC) programmes.
During July, the French tax authority confirmed there would be no further delays to the country’s mandatory e-invoicing programme. Earlier in the year, the Finance Bill introduced the final legislative amendments, including updates to invoice routing, platform terminology and compliance requirements, providing businesses with greater implementation certainty.
Spain publishes technical specifications
Spain has taken another major step towards mandatory B2B e-invoicing by publishing the first detailed technical architecture for its national platform. The documentation outlines invoice formats, validation requirements and system architecture, allowing software providers and businesses to begin detailed implementation planning.
Spain also announced further VAT reforms to align domestic legislation with the European Union’s VAT in the Digital Age (ViDA) initiative.
Norway approves mandatory e-invoicing
Norway’s Parliament has approved legislation introducing mandatory electronic invoicing, confirming its commitment to digital tax reporting and bringing the country closer to mandatory compliance for businesses operating within its jurisdiction.
Romania expands its e-invoicing programme
Romania has published amendments extending and clarifying its B2C e-invoicing requirements, continuing the country’s rapid expansion of electronic tax reporting following the successful rollout of its B2B programme.
Italy progresses ViDA implementation
Italy has launched a public consultation on implementing the EU’s ViDA package, signalling continued harmonisation of VAT reporting and electronic invoicing across Europe.
