France

France’s mandate went live on 1 September 2026. Large and mid-sized businesses must issue structured e-invoices and all businesses must be able to receive them. DGFiP stated no penalties would be applied during 2026 while businesses complete implementation, but obligations remain in force.

Spain

AEAT reiterated in September that the Ministerial Order underpinning Spain’s B2B e-invoicing model is expected in October 2026. A technical webinar provided further details on lifecycle reporting, faithful-copy submission and the expected phased timetable.

Poland

The Ministry of Finance announced plans to extend KSeF penalty relief until the end of 2027. Mandatory KSeF use from 1 January 2027 remains unchanged.

France / Peppol

France became the largest Peppol market and onboarding accelerated following the September go-live. Pennylane passed one million participant identifiers during September.

UK e-invoicing: where things stand

The UK position has not materially changed during September, but it remains important context for UK finance teams. The Government has confirmed mandatory e-invoicing for all VAT invoices from 2029. VAT invoices are typically issued for B2B and B2G transactions, rather than B2C transactions. An implementation roadmap is due at Budget 2026. In June 2026, the Government also confirmed that Peppol will be the core interoperability network for the UK regime. Detailed standards, validation rules, phasing, exceptions and transition arrangements are still being developed.

What this means for finance teams: There is no need to make assumptions about unfinished rules. Teams can still establish ownership, map current invoice channels, check structured-data capability, review supplier and customer readiness, and ask technology providers to confirm their plans in writing.
